The PHEBE program is intended to help you earn an income that will support your household expenses by focusing on long-term career and financial management goals. This is a comprehensive program that will require your commitment for a minimum of 18 months.

You will go through the program with a small cohort of women who will meet twice a month to complete WRC’s financial stability curriculum. The course includes a combination of mindful clarity courses, discussion on structural barriers (i.e. sexism, racism, classism), and leadership building. You will be able to share your experiences and learn from one another, and support each other in achieving your goals.

Clients must be able to focus on long-term goals to be eligible for the PHEBE program and commit to earning an income that supports their household expenses. WRC uses the Self Sufficiency Standard to guide the goal of what it means to be financially stable and meet the needs of your household.

The PHEBE Program is designed to provide consistent, comprehensive support with the goal of mitigating the Cliff Effect. The Cliff Effect occurs when a pay raise at work triggers a disproportionate loss of government assistance. Even a small raise can “push people off the cliff” when it comes to benefits. Suddenly ineligible for subsidized food, housing, healthcare, or childcare, the family is worse off than before receiving the wage raise. Our goal is to help our clients who are experiencing life transitions successfully navigate these challenges without disruption to their ability to provide for themselves and their families.
